How ACA Marketplace Plans Work
The ACA Marketplace — sometimes called Healthcare.gov, the Exchange, or "Obamacare" — is the federal platform where individuals and families can shop for health insurance if they don't have access to affordable group coverage. Every Marketplace plan is guaranteed-issue, meaning carriers cannot deny you, charge you more, or exclude pre-existing conditions.
Plans are organized into four metal tiers — Bronze, Silver, Gold, and Platinum — which describe how costs are shared between you and the insurer. Bronze plans have the lowest premiums and highest deductibles; Platinum plans are the opposite. Silver plans are the only tier eligible for cost-sharing reductions if your income qualifies.
Eligibility & Enrollment Periods
Most U.S. citizens and lawfully present residents who are not enrolled in Medicare can purchase a Marketplace plan. Open Enrollment typically runs from November 1 through January 15. Coverage that starts January 1 generally requires enrolling by December 15.
Outside of Open Enrollment, you can still enroll through a Special Enrollment Period (SEP) after a qualifying life event: losing other health coverage, moving to a new ZIP code or county, getting married, having a baby, adopting a child, or experiencing certain income changes. SEPs usually give you 60 days to enroll.
Subsidies & Premium Tax Credits
Premium tax credits are the single most important feature of the ACA Marketplace. Based on your projected household income and family size, the federal government pays a portion of your monthly premium directly to your insurance carrier — you only pay the reduced amount.
Many of our Texas and 32-state clients qualify for substantial subsidies and don't realize it until we run the numbers. The Marketplace is hard to beat for households that qualify for meaningful subsidies or have pre-existing conditions that would make private medical underwriting difficult. It's also the right place to look if you need full Essential Health Benefits — maternity, mental health, prescriptions, preventive care.
On the other hand, Texas Marketplace networks tend to be narrower than private PPO plans, and clients who don't qualify for subsidies often find better value off-Marketplace.
